Transitions heading to the dominant of the new key, after initial destabilization are very common around 1800. It is also very common that the dominant of the new key finally is confirmed by an altered chord. Compare for instance the transition in the first movement of Schubert's 5th Symphony. Or the middle section of the second movement of Mozart's Piano Sonata in A minor K310.
